{"id":20686,"date":"2025-09-26T12:04:14","date_gmt":"2025-09-26T12:04:14","guid":{"rendered":"https:\/\/ipp-news.com\/?p=20686"},"modified":"2025-09-26T12:04:14","modified_gmt":"2025-09-26T12:04:14","slug":"imaan-mazari-presses-ihc-over-inaction-on-harassment-case-against-cj-dogar","status":"publish","type":"post","link":"https:\/\/ipp-news.com\/?p=20686","title":{"rendered":"Imaan Mazari presses IHC over \u2018inaction\u2019 on harassment case against CJ Dogar"},"content":{"rendered":"<div>Lawyer Imaan Mazari has filed a grievance letter over what she termed \u201cinaction\u201d on her workplace harassment complaint against Islamabad High Court Chief Justice Sardar Sarfraz Dogar.\u00a0<\/p>\n<p>\ud83d\udea8\ud83d\udea8#BREAKING: Lawyer and prominent human rights defender @ImaanZHazir submitted a grievance letter today to competent authority under 2010 workplace harassment act regarding my complaint against accused Chief Justice Sarfaraz Dogar of #Islamabad high court. pic.twitter.com\/FInqFKoaQ6<br \/>\n\u2014 Asad Ali Toor (@AsadAToor) September 26, 2025<\/p>\n<p>In her letter to Justice Inaam Ameen Minhas, the \u201ccompetent authority\u201d under the Protection against Harassment of Women at the Workplace Act, 2010, Mazari said she had received no update on her case despite the Act\u2019s requirement that charges be communicated to the accused \u201cwithin three days\u201d and a defence filed within seven.<\/p>\n<p>Mazari submitted a grievance letter today (Friday) to competent authority against accused Chief Justice of the Islamabad High Court Sarfaraz Dogar [Source:X]<\/p>\n<p>She described the replacement of Justice Saman Rafat Imtiaz, who first took cognisance of her complaint, as \u201cunlawful\u201d, arguing that \u201cthe accused cannot alter the competent authority or impede my complaint by abusing his position of authority.\u201d<\/p>\n<p>Mazari further alleged that IHC CJ Dogar was engaging in \u201ccontinuing acts of reprisal\u201d after her complaint.<\/p>\n<p>She cited the hearing of her client Dr. Mahrang Baloch\u2019s case, where her proxy counsel requested a transfer but Dogar refused.<\/p>\n<p>\u201cNo woman subjected to such treatment should be required to appear before her alleged harasser,\u201d she wrote.<\/p>\n<p>Read: Imaan Mazari, CJ Dogar exchange heated words in IHC<\/p>\n<p>She also noted that her application seeking preservation of CCTV footage from the incident of remained \u201cunanswered\u201d.<\/p>\n<p>Conflict History<\/p>\n<p>The confrontation between Mazari and CJ Dogar began on Sept 11 during a hearing on Mahrang Baloch\u2019s petition to remove her name from the Exit Control List (ECL).<\/p>\n<p>Baloch, leader of the Baloch Yakjehti Committee (BYC), has been detained under the Maintenance of Public Order (MPO) since March after protests in Quetta and was barred from travelling to attend the Time 100 Gala in the US.<\/p>\n<p>During the hearing, IHC CJ Dogar lashed out at Mazari, saying: \u201cYou should keep your mouth shut and stay within the limits of respect.\u201d<\/p>\n<p>He accused her of earlier calling him a \u201cdictator\u201d and warned of contempt charges.<\/p>\n<p>Turning to her husband, advocate Hadi Ali Chatta, he said: \u201cHadi sahib, explain it to her\u2026 if I catch her someday\u2026\u201d<\/p>\n<p>Mazari, however, insisted she was acting solely in her professional capacity and stressed that her client\u2019s case should not suffer due to the judge\u2019s grievances.<\/p>\n<p>In the days that followed, Mazari began formally documenting her complaints. On Sept 13, she moved the IHC registrar for preservation of CCTV footage of Courtroom No. 1, even providing a USB for evidence storage.<\/p>\n<p>On Sept 14, she reiterated her request in writing. That same day, bar associations nationwide condemned Dogar\u2019s remarks, with the Lahore High Court Bar Association demanding his removal.<\/p>\n<p>Read More: Imaan Mazari files harassment complaint against IHC chief justice<\/p>\n<p>Facing mounting backlash, Dogar later claimed his words had been misinterpreted, saying he regarded Mazari \u201clike a daughter\u201d and had only \u201coffered advice as an elder.\u201d<\/p>\n<p>It is important for CJ IHC to understand that i am not activist Imaan Mazari in his Court, i am a lawyer holding a brief for my client and conduct myself according to professional etiquette (and a court should do the same).<\/p>\n<p>Dr. Mahrang Baloch\u2019s case should not suffer because of\u2026 https:\/\/t.co\/IobrLpNs54<br \/>\n\u2014 Imaan Zainab Mazari-Hazir (@ImaanZHazir) September 11, 2025<\/p>\n<p>But Mazari rejected this explanation and, on Sept 15, filed a formal harassment complaint before the IHC Women\u2019s Harassment Inquiry Committee, chaired by Justice Imtiaz.<\/p>\n<p>She argued that Dogar\u2019s remarks were gendered, threatening, and fell within the scope of workplace harassment, urging the matter be referred to the Supreme Judicial Council (SJC).<\/p>\n<p>The case soon escalated further.
