The Trump administration has begun direct talks with Myanmar\u2019s military-installed government, according to US officials and others familiar with the outreach, in a sharp reversal of Washington\u2019s efforts to isolate the country\u2019s generals after the 2021 coup.<\/strong><\/p>\n

The US Assistant Secretary of \u200bState for Intelligence and Research, Michael Vance, played a leading role in the outreach, which has focused on shutting down scam <\/a>centres that target Americans but could lead to broader engagement, including on Myanmar\u2019s rare-earth mineral deposits, according \u200cto seven current and former officials and others familiar with the policy shift.<\/p>\n

Vance joined talks with coup leader-turned-president Min Aung Hlaing in the capital Naypyitaw on September 15-16. The meeting was aimed at securing the release of American businessman Adam Castillo but also provided an opening for further engagement, four of the people said.<\/p>\n

Last month\u2019s meeting \u2014 the highest\u2011level contact since the coup \u2014 underscores a broader Trump\u2011administration foreign policy tilt away from democracy promotion toward transactional engagement.<\/p>\n

The presence of Vance, who was confirmed as the State Department\u2019s top intelligence official in August, and his ongoing role in US policy toward Myanmar have not been previously reported.<\/p>\n

<\/a>Military leader remains under US sanctions<\/strong><\/h3>\n

Min Aung Hlaing, the former military chief, remains under US sanctions for human rights abuses, including the 2016-2017 mass killings and expulsions<\/a> of hundreds of thousands of Rohingya Muslims that Washington declared a genocide<\/a>. Less than two weeks after Vance\u2019s \u200bvisit, Myanmar\u2019s military conducted an airstrike on a crowded marketplace<\/a> in Rakhine state, killing over 50 people<\/a> and injuring scores more, according to United Nations human rights officials.<\/p>\n

The State Department said it engages with all \u2060groups in Myanmar on issues affecting US interests and raises the need to cease violence and release political prisoners.<\/p>\n

\u201cYou don\u2019t solve problems by ignoring them. You solve problems by addressing them,\u201d spokesperson Tommy Pigott said in a statement.<\/p>\n

A spokesperson for the military-backed government did not \u200brespond to a request for comment. Min Aung Hlaing, who has cited electoral fraud to justify the coup and labeled his opponents as terrorists, is seeking international legitimacy<\/a> for his nominally civilian government.<\/p>\n

Current and former officials say Vance has met players from all sides of Myanmar\u2019s complex \u200bconflict and helped shape the Trump administration\u2019s policy toward the country.<\/p>\n

Intelligence chiefs \u2014 such as Vance \u2014 do not typically steer policy because of concerns about compromising analytic independence.<\/p>\n

\u201cIf you let policy dictate to intelligence, you can\u2019t be sure you\u2019re getting a real honest assessment of the facts,\u201d said Richard Betts, an adjunct senior fellow at the Council on Foreign Relations who has consulted for US intelligence agencies.<\/p>\n

Pigott declined to address Vance\u2019s role but said the administration \u201coperates as a team with the president as the lead.\u201d<\/p>\n

<\/a>A detained American, and an opening<\/strong><\/h3>\n

Castillo, a former head of the American Chamber of Commerce in Myanmar, was detained at Yangon airport \u200bon June 11 by Myanmar authorities on what his supporters have described as trumped-up charges.<\/p>\n

The US government has not commented on whether Castillo was wrongfully detained.<\/p>\n

People familiar with the matter said White House, National Security Council and State Department officials held back-channel negotiations with \u200bMyanmar officials to secure his release.<\/p>\n

One person said Myanmar asked only \u201cto have an official engagement at the right level with the US government\u201d in return.<\/p>\n

Castillo declined to comment beyond crediting President Donald Trump for his release.<\/p>\n

The meeting builds on a June meeting between US and Myanmar officials in \u200cTokyo also involving \u2060Vance, four people said.<\/p>\n

One of the people said officials from the Treasury Department, which oversees sanctions, the Department of Homeland Security, and the Pentagon took part.<\/p>\n

It was unclear who represented Myanmar at the talks.<\/p>\n

Vance, who became involved in Myanmar policy while advising Vice President JD Vance on Asian affairs, has also met in person and virtually with the democratic opposition and ethnic armed groups fighting the military, five of the people said.<\/p>\n

A major focus of the US push is getting Myanmar\u2019s help in shuttering scam hubs<\/a> operating on its territory<\/a> that run romance and other frauds<\/a>, which have scammed Americans out of billions of dollars<\/a>.<\/p>\n

Two people familiar with the matter said the FBI has had direct contact with Myanmar\u2019s authorities on cyber scams.<\/p>\n

Researchers say many scams are run from areas under militia control, with some proceeds flowing to the military, raising doubts \u200babout whether Myanmar\u2019s leaders are serious about enforcement.<\/p>\n

US officials also discussed access<\/a> \u200bto Myanmar\u2019s massive deposits of heavy rare earths that are \u2060used in electric vehicles and wind turbines.<\/p>\n

US officials acknowledge obstacles: the deposits mainly lie in territory held by ethnic armies<\/a> fighting Myanmar\u2019s military government, and China, currently the main importer, could see any US role as a challenge.<\/p>\n

Still, with Washington seeking to diversify supply chains away from China, Myanmar\u2019s deposits remain a recurring topic in conversations, the people said.<\/p>\n

<\/a>From sanctions to engagement<\/strong><\/h3>\n

After the 2021 coup, President Joe Biden\u2019s \u200badministration froze Myanmar\u2019s assets<\/a> at the Federal Reserve Bank of New York and imposed sanctions on senior officers<\/a> and military\u2011linked businesses.<\/a><\/p>\n

In 2022, Congress authorised non-lethal support for the opposition, funding early-warning systems for airstrikes \u200band incentives for officers to defect.<\/p>\n

Most \u2060of those programs were cut during Trump\u2019s foreign-aid overhaul last year, according to four current and former officials and State Department correspondence with Congress reviewed by Reuters.<\/p>\n

The State Department said its engagement with the military government does not diminish its relationships with other groups. The US continues to assist in areas outside military control, it said, without detailing that aid.<\/p>\n

Representative Gregory Meeks, the top Democrat on the House Foreign Affairs Committee, said the shift was \u201ccontrary to both our values and our interests.\u201d<\/p>\n

\u201cBy engaging Min Aung Hlaing while failing to implement congressionally mandated sanctions and deploy appropriated \u2060democracy funding, Secretary (Marco) \u200bRubio is ceding US leadership and providing this murderous regime greater international legitimacy,\u201d Meeks said in a statement to Reuters.<\/p>\n

Myanmar\u2019s government, installed after elections criticised by rights \u200bgroups as a sham, has hired lobbyists to press its case in Washington.<\/p>\n

In April, Roger Stone, a longtime Trump adviser, began consulting for DCI Group on behalf of Myanmar\u2019s Ministry of Information, according to Foreign Agents Registration Act filings.<\/p>\n

Stone was convicted in 2019 of obstructing a congressional investigation into Russian interference in the 2016 election. \u200bTrump later pardoned him.<\/p>\n
