{"id":2419,"date":"2026-10-10T09:03:51","date_gmt":"2026-10-10T04:03:51","guid":{"rendered":"https:\/\/ipp-news.com\/?p=2419"},"modified":"2026-10-10T09:03:51","modified_gmt":"2026-10-10T04:03:51","slug":"trump-says-russia-to-supply-diesel-as-us-eases-sanctions","status":"publish","type":"post","link":"https:\/\/ipp-news.com\/?p=2419","title":{"rendered":"Trump says Russia to supply diesel as US eases sanctions"},"content":{"rendered":"<div>\n<p><strong>US President <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/world\/us\/donald-trump\/\">Donald Trump<\/a> has said that <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/world\/russia\/\">Russia<\/a> had agreed to supply \u200bdiesel to global markets in an effort to lower fuel prices, and his administration temporarily lifted US sanctions on Russian fuel that were designed to deprive Moscow of revenues for its \u200cwar on Ukraine.<\/strong><\/p>\n<p>Prices for diesel, used for agriculture, heating homes and trucking, are near a record and a risk for Trump\u2019s fellow Republicans ahead of the November 3 congressional elections that will determine whether they maintain thin control of Congress.<\/p>\n<p>Diesel prices fell after the announcement, but analysts said the deal may not be enough to keep them down.<\/p>\n<p>Trump said on social media he had a \u201chighly successful\u201d discussion with President Vladimir Putin in which they agreed that Russia will immediately supply more than 300,000 metric tons of diesel to US and \u200bglobal markets, equal to about 2.25 million barrels of fuel.<\/p>\n<p>The US exports about 1.5 million barrels of diesel per day.<\/p>\n<p>After the call, an envoy for Putin, Kirill Dmitriev, praised cooperation between Russia and \u200bthe US in a post on X.<\/p>\n<p>Dmitriev asked US officials during his visit to Washington last month for licenses to export diesel to the US market to \u2060be granted to all Russian major oil firms, sources familiar with the situation said.<\/p>\n<p>In October 2025, the US imposed sanctions on Russian oil companies over Moscow\u2019s war that began in 2022.<\/p>\n<p>The diesel exports could provide Moscow with billions of dollars \u200bin revenues that could help Putin continue the war with Ukraine.<\/p>\n<p>Ukrainian President Volodymyr Zelensky criticised the deal, announced while a Ukrainian delegation was in the US to discuss how to seek a resolution of the war, as a \u201cweak \u200bdecision on the part of strong partners.\u201d<\/p>\n<p>\u201cGifts to Putin will not bring peace or any benefit to the civilised world. Russia will \u2018repay\u2019 the diesel with further terror and perfidy,\u201d he said on X.<\/p>\n<p>The deal was also criticised by US lawmakers, including Trump\u2019s fellow Republican, Representative Don Bacon, who said it is time to apply more sanctions that <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/legal\/government\/sweeping-russia-energy-sanctions-head-toward-us-senate-passage-2026-08-07\/\">Congress passed recently<\/a>, not lift the measures.<\/p>\n<p>\u201cNow is the time to use those sanctions to squeeze Putin\u2019s war machine, not reward a dictator by putting more \u200bmoney in his hands while he continues targeting and killing Ukrainian civilians,\u201d Bacon said on X.<\/p>\n<p>The US Treasury Department issued a license allowing importation of Russian diesel until April 7.<\/p>\n<p>Trump said Russia would supply another \u200b500,000 tons in November and a further 1 million tons \u201cimmediately thereafter.\u201d<\/p>\n<p>Even more would follow, Trump said, \u201cbased on the condition of their diesel refineries,\u201d which have been damaged by Ukrainian attacks.<\/p>\n<p>Analysts said the agreement was unlikely to lead \u200cto sustained lower \u2060fuel prices.<\/p>\n<p>\u201cI cannot overstate how much of a nothing burger this is,\u201d Rory Johnston, an oil market researcher and founder of <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"http:\/\/commoditycontext.com\/\">CommodityContext.com<\/a>, said on X, adding that Russia usually exports much more diesel than the volumes in the deal when its refinery fleet is not under attack.<\/p>\n<p>\u201cIt\u2019s clearly not a fix, but another stream to aid a very tight diesel market,\u201d said Jim Mitchell, an analyst at consultancy Wood Mackenzie.<\/p>\n<p><a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/business\/energy\/trumps-moves-boost-diesel-supplies-have-not-yet-lowered-prices-2026-10-09\/\">Diesel prices<\/a>, which are often a big driver of inflation, are up 70% since the US and Israel launched the war with Iran on February 28.<\/p>\n<p>The wars in Iran and Ukraine have triggered a severe global fuel supply crunch, pushing average US diesel prices \u200bto $6.28 a gallon on Thursday, according to the \u200bAAA motorist group.<\/p>\n<p>Prices have stayed high despite two recent \u2060moves by Trump to boost supplies of the fuel: pressuring allies to release emergency reserves and expanding access to tax-exempt red-dyed diesel, which is normally used for farm equipment.<\/p>\n<p>US diesel futures fell almost 5% following news of the deal and were trading at $4.64 a gallon.<\/p>\n<p>\u201cLower prices for Americans, especially our Great Farmers, Ranchers, and Truckers, is \u200bmy Greatest Priority,\u201d Trump said.<\/p>\n<h3><a id=\"defence-production-act\" title=\"Permalink\"><\/a><strong>Defence production act<\/strong><\/h3>\n<p>Three industry sources said earlier on Friday that Trump will issue a directive in the coming days to some US \u200bdepartment heads to find ways \u2060to control diesel prices.<\/p>\n<p>The directive, which they said could take the form of a presidential memo, will push officials to find ways to bypass local and state regulations blocking energy production and use the Cold War-era Defence Production Act to increase output of oil and fuel.<\/p>\n<p>Under the DPA, the president can authorise US-backed loans or loan guarantees to expand domestic manufacturing of critical materials and to require companies to prioritise government contracts for essential goods.<\/p>\n<p>The White \u2060House has been \u200bweighing how to use the DPA to expand refining capacity as the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/world\/iran\/\">war with Iran<\/a> exposes US vulnerability to supply disruptions and \u200bprice spikes.<\/p>\n<p>Refining executives <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/business\/energy\/white-house-weighs-how-use-defense-production-act-expand-us-oil-refining-2026-09-11\/\">told administration officials<\/a> last month that federal money would be better directed toward making refineries more efficient or expanding plants rather than financing a new refinery, which would be more costly and take years to
