A federal cabinet meeting chaired by Prime Minister Shehbaz Sharif was under way in Islamabad on Sunday, with the cabinet expected to approve a proposed imposition of governor\u2019s rule and emergency measures in Khyber Pakhtunkhwa.<\/strong><\/p>\n

Deputy Prime Minister Ishaq Dar, Defence Minister Khawaja Asif, Interior Minister Mohsin Naqvi, and federal ministers Rana Sanaullah, Talal Chaudhry, Amir Muqam, Rana Tanveer, Mustafa Kamal, Azam Nazeer Tarar, Chaudhry Salik Hussain and Attaullah Tarar are among those attending the meeting, along with other senior political and administrative officials.<\/p>\n

Two special security reports prepared by the Khyber Pakhtunkhwa police and intelligence agencies are expected to be presented to the cabinet, highlighting what the reports describe as an alarming security and governance situation in the province.<\/p>\n

According to an intelligence report, terrorist incidents in Khyber Pakhtunkhwa increased by 195% between March 1, 2024, and September 23, 2026.<\/p>\n

The report attributes the growing threat to militant elements based in Afghanistan and their local facilitators, as well as what it describes as the provincial government\u2019s incompetence and an inadvertent leniency towards militants.<\/p>\n

It also says a lack of attention to counterterrorism measures at the provincial level has allowed militant groups to establish a foothold.<\/p>\n

According to the report, police and law enforcement agencies were directly targeted in 73% of all terrorist attacks recorded in the province in 2026.<\/p>\n

The security reports also express concern over a sharp rise in militants\u2019 use of drones and improvised explosive devices (IEDs).<\/p>\n

No drone attacks on police or security agencies were reported in 2024, but the number of militant drone attacks rose to 170 in 2026, representing an increase of around 107% in a year, the report says.<\/p>\n

Mine and IED attacks totalled 181 in 2025, while 159 such attacks had been recorded by September this year.<\/p>\n

The intelligence agencies have also highlighted severe shortages of resources and infrastructure among security forces in the province.<\/p>\n

More than 9,000 positions in the Khyber Pakhtunkhwa police remain vacant, while the province\u2019s Safe City project is still limited to Peshawar, according to the report.<\/p>\n

The police and Counter-Terrorism Department (CTD) face significant shortages of modern weapons, surveillance equipment, night-vision devices and thermal-imaging equipment.<\/p>\n

A lack of armoured vehicles in the southern districts worst affected by terrorism has severely constrained police mobility and operational capacity.<\/p>\n

Police and CTD units in the merged districts also lack trained personnel and dedicated infrastructure, forcing the CTD to rely on regular police units, the report says.<\/p>\n

The cabinet is also expected to consider decisions arising from a high-level meeting chaired by President Asif Ali Zardari at the Presidency on Saturday.<\/p>\n

That meeting agreed on proposals to impose emergency measures in 12 districts of Khyber Pakhtunkhwa: Upper and Lower Kurram, South Waziristan, North Waziristan, Bajaur, Mohmand, Khyber, Orakzai, Bannu, Lakki Marwat, Tank and Dera Ismail Khan.<\/p>\n

In light of the measures agreed upon during meetings between the president and the prime minister, the federal cabinet is discussing ways to address security gaps and finalise the relevant constitutional provisions.<\/p>\n

A joint sitting of both houses of parliament has been convened for Tuesday to formally endorse the measures under the Constitution and approve a final course of action on the overall situation in Khyber Pakhtunkhwa.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
