decides to impose emergency, governor\u2019s rule in KP: Sources"},"content":{"rendered":"<div>\n<p><strong>The federal cabinet on Sunday agreed to impose an emergency and governor\u2019s rule in Khyber Pakhtunkhwa, according to sources.<\/strong><\/p>\n<p>An important meeting of the federal cabinet, chaired by Prime Minister Shehbaz Sharif, is underway in Islamabad.<\/p>\n<p>Decisions of the meeting will be officially announced later.<\/p>\n<p>The sources said the cabinet had decided to invoke Articles 232 and 234 of the Constitution to impose the measures.<\/p>\n<p>According to the sources, several proposals were presented at the meeting following reports from intelligence agencies.<\/p>\n<p>One proposal called for imposing an emergency across the province under Article 232 in view of the security situation, while the administrative arrangements for 12 districts of Khyber Pakhtunkhwa would be considered separately.<\/p>\n<p>The proposal also suggested placing the eight former tribal districts, along with Dera Ismail Khan, Lakki Marwat, Karak and Kohat, under federal control.<\/p>\n<p>The sources said a decision had also been taken to empower Governor Faisal Karim Kundi as the province\u2019s chief executive.<\/p>\n<p>The governor will take control of the province following approval by the federal cabinet, the sources added.<\/p>\n<p>The cabinet meeting was attended by Deputy Prime Minister Ishaq Dar, Defence Minister Khawaja Asif, Interior Minister Mohsin Naqvi, and federal ministers Rana Sanaullah, Talal Chaudhry, Amir Muqam, Rana Tanveer, Mustafa Kamal, Azam Nazeer Tarar, Chaudhry Salik Hussain and Attaullah Tarar, along with other senior political and administrative officials.<\/p>\n<p>Two special security reports prepared by the Khyber Pakhtunkhwa police and intelligence agencies were presented to the cabinet, highlighting what the reports describe as an alarming security and governance situation in the province.<\/p>\n<p>According to an intelligence report, terrorist incidents in Khyber Pakhtunkhwa increased by 195% between March 1, 2024, and September 23, 2026.<\/p>\n<p>The report attributes the growing threat to militant elements based in Afghanistan and their local facilitators, as well as what it describes as the provincial government\u2019s incompetence and an inadvertent leniency towards militants.<\/p>\n<p>It also says a lack of attention to counterterrorism measures at the provincial level has allowed militant groups to establish a foothold.<\/p>\n<p>According to the report, police and law enforcement agencies were directly targeted in 73% of all terrorist attacks recorded in the province in 2026.<\/p>\n<p>The security reports also express concern over a sharp rise in militants\u2019 use of drones and improvised explosive devices (IEDs).<\/p>\n<p>No drone attacks on police or security agencies were reported in 2024, but the number of militant drone attacks rose to 170 in 2026, representing an increase of around 107% in a year, the report says.<\/p>\n<p>Mine and IED attacks totalled 181 in 2025, while 159 such attacks had been recorded by September this year.<\/p>\n<p>The intelligence agencies have also highlighted severe shortages of resources and infrastructure among security forces in the province.<\/p>\n<p>More than 9,000 positions in the Khyber Pakhtunkhwa police remain vacant, while the province\u2019s Safe City project is still limited to Peshawar, according to the report.<\/p>\n<p>The police and Counter-Terrorism Department (CTD) face significant shortages of modern weapons, surveillance equipment, night-vision devices and thermal-imaging equipment.<\/p>\n<p>A lack of armoured vehicles in the southern districts worst affected by terrorism has severely constrained police mobility and operational capacity.<\/p>\n<p>Police and CTD units in the merged districts also lack trained personnel and dedicated infrastructure, forcing the CTD to rely on regular police units, the report says.<\/p>\n<p>The cabinet also considered decisions arising from a high-level meeting chaired by President Asif Ali Zardari at the Presidency on Saturday.<\/p>\n<p>That meeting agreed on proposals to impose emergency measures in 12 districts of Khyber Pakhtunkhwa: Upper and Lower Kurram, South Waziristan, North Waziristan, Bajaur, Mohmand, Khyber, Orakzai, Bannu, Lakki Marwat, Tank and Dera Ismail Khan.<\/p>\n<p>In light of the measures agreed upon during meetings between the president and the prime minister, the federal cabinet is discussing ways to address security gaps and finalise the relevant constitutional provisions.<\/p>\n<p>A joint sitting of both houses of parliament has been convened for Tuesday to formally endorse the measures under the
