US President Donald Trump<\/a> said on Monday he is open to three-way arms-control talks with the leaders of China and Russia as soon as next month, \u200braising the prospect of an unprecedented meeting and a major diplomatic gambit for the US president.<\/strong><\/p>\n

\u201cWe would have it to talk about nuclear weapons and denuclearisation,\u201d \u200cTrump told reporters outside the White House.<\/p>\n

\u201cIf President Xi wants to have it, I\u2019d have it. I\u2019m sure we\u2019d talk about other things like trade too.\u201d<\/p>\n

Trump has tried to thaw frosty relations with Beijing and Moscow as those non-Western powers grow closer.<\/p>\n

A three-way meeting would also raise alarm from Europe to Asia over private deals that weaken Washington\u2019s transatlantic and Indo-Pacific alliances.<\/p>\n

But a deal struck between the three countries could also lower global tensions. \u200b<\/p>\n

An end to Russia\u2019s war in Ukraine<\/a> could resolve the biggest threat in decades to European security, and a deal on arms would bind the three nations with the biggest \u200bstockpiles of nuclear weapons.<\/p>\n

In recent days, Trump has moved to warm ties with Russian President Vladimir Putin, announcing a diesel-fuel deal and signing<\/a> an order \u2060on Friday waiving key sanctions on Moscow.<\/p>\n

Trump has also sought stable relations with Chinese President Xi Jinping, who in turn has nurtured close ties with Putin.<\/p>\n

So far, Trump has not \u200bdelivered on a campaign promise to quickly end the war in Ukraine.<\/p>\n

The White House has been discussing for weeks a possible meeting between the leaders focused on denuclearisation on the sidelines of the \u200bNovember 18-19 Asia-Pacific Economic Cooperation summit in China, according to a person familiar with the matter.<\/p>\n

Putin later pitched using such a meeting to negotiate an end to the four-year-old Ukraine conflict<\/a> in a manner that would favour Moscow, the Wall Street Journal<\/em> reported on Sunday, citing people familiar with the discussions.<\/p>\n

Putin\u2019s suggestion came during an October 9 phone call with Trump that yielded the deal<\/a> on Russian diesel.<\/p>\n

Earlier on Monday, the Kremlin said that the \u200bpotential meeting had come up in talks.<\/p>\n

The three leaders have met separately but never held formal talks together.<\/p>\n

The White House did not respond to a Reuters request for comment. The Russian \u200band Chinese embassies in Washington also did not reply to requests for comment.<\/p>\n

Trump\u2019s diesel deal with Putin and the executive order waiving sanctions on Moscow have drawn criticism from Ukrainian President Volodymyr Zelensky<\/a>, who has warned they \u200cwould embolden Putin<\/a> \u2060and prolong the war.<\/p>\n

Speaking about the possible meeting on Monday, Trump said, \u201cI would do it, not so much for Ukraine because Russia, frankly, has been fine on Ukraine.\u201d He added that \u201cZelensky is not helping matters much,\u201d and that \u201cit\u2019s time for somebody else to negotiate on behalf of Ukraine.\u201d<\/p>\n

Moscow launched one of its broadest air assaults in months<\/a> overnight, cutting power to more than half a million households and damaging energy infrastructure across Ukraine. Ten people were reported killed.<\/p>\n

<\/a>Trump seeks nuclear talks<\/strong><\/h3>\n

Last week, Trump told reporters he thought a denuclearisation deal with Russia and China was possible, but that it \u201cdoesn\u2019t \u200bhave to be this year.\u201d<\/p>\n

It\u2019s not clear \u200bhow advanced any talks between the countries \u2060are.<\/p>\n

Russia has the most stored nuclear warheads, followed by the United States and China, according to the Stockholm International Peace Research Institute.<\/p>\n

The Strategic Arms Reduction Treaty expired<\/a> earlier this year.<\/p>\n

The New START treaty, signed in 2010, allowed a single extension, which Putin and former US President Joe Biden agreed \u200bto for five years.<\/p>\n

Any new extension would require an executive decision to voluntarily extend the limits of the treaty.<\/p>\n

China\u2019s foreign ministry said \u200blast week that its \u201cnuclear \u2060strength is by no means at the same level with that of the US and Russia\u201d and that it would be \u201cneither fair, reasonable nor realistic to ask China to join the so-called trilateral nuclear disarmament negotiations at this stage.\u201d<\/p>\n

Trump has already agreed to attend the APEC summit in Shenzhen next month, marking his second trip to China this year and his third visit with Xi over the same period. \u2060<\/p>\n

China, Russia \u200band the United States are all members of APEC.<\/p>\n

On Monday, Trump downplayed the idea of another high-profile meeting in \u200bChina with North Korean leader Kim Jong Un.<\/p>\n

\u201cI get along with him very well, and I\u2019m not sure that anybody\u2019s asking for a meeting,\u201d he said.<\/p>\n
