They also presented their preliminary recommendations after a detailed examination of the findings.

The four-member subcommittee comprises Local Government Minister Syed Nasir Hussain Shah, Home Minister Ziaul Hassan Lanjar, Labour and Human Resources Minister Saeed Ghani and Advocate General Sindh Jawad Dero.

CM Shah directed the committee to ensure that all its recommendations were implemented in full, adding that the judicial commission’s recommendations would be acted upon.

The development follows the release of the judicial commission’s report, which highlighted serious lapses in the initial police investigation and recommended action against officials found responsible.

The commission questioned the initial impression that Mir Raza had died by suicide, citing the medical board’s findings regarding a gunshot wound to the back. It also noted that shortcomings in the investigation had undermined public confidence in the police.

At the request of the victim’s family, the commission recommended forming a joint investigation team (JIT) headed by Deputy Inspector General Irfan Baloch to conduct further investigations. The proposed team would include senior representatives of the Inter-Services Intelligence, Intelligence Bureau, Sindh Rangers and National Cyber Crime Investigation Agency.

The commission said a multi-agency investigation was necessary to restore public confidence, address speculation and ensure a comprehensive and impartial probe.

It also recommended a high-level inquiry, proposed to be headed by the Federal Investigation Agency, into the conduct of police officers involved in the first 10 days of the investigation. The inquiry would determine whether any officials violated Sections 201, 166(2) or 218 of the Pakistan Penal Code.

The commission recommended departmental and criminal proceedings against officials found responsible. It also observed that key physical evidence had been compromised, making a comprehensive, intelligence-led investigation necessary to bring the case to a logical conclusion.

Mir Raza case

Mir Raza, 25, went missing from Karachi’s Pakistan Employees Housing Society (PECHS) on July 28, 2026, after leaving home in an online taxi at 4:09am. His body was found in bushes in Gulistan-e-Johar two days later, with a gunshot wound.

Police initially considered suicide among the possible explanations for his death, but his family maintained that he had been abducted, tortured and murdered. Questions surrounding the initial post-mortem examination and the handling of evidence further complicated the case.

On August 6, a Karachi court ordered the exhumation of the body and a second post-mortem examination by a medical board. The examination was conducted on August 8 after a dispute over the board’s composition was resolved.

The investigation team was subsequently changed, the murder investigation was transferred to the Taimuria police station, and a murder charge was reportedly added to the case.

The family raised concerns about the investigation and called for an independent probe.

In August, the Sindh government approached the chief justice of the Sindh High Court to request the formation of a judicial commission to examine whether the investigation had been conducted impartially and in accordance with the law.

The commission recorded statements from police officers, medico-legal officials, family members and other relevant individuals. It also examined issues relating to the initial post-mortem report, surveillance at the crime scene, CCTV footage and the investigation record.

The commission completed its proceedings in early October and submitted its report to the Sindh government in a sealed envelope on October 15. The report contained its findings, recommendations, witness statements and supporting documents.

The provincial cabinet subsequently approved making the report public and established the four-member subcommittee to oversee the implementation of its recommendations. The chief minister also directed that a copy of the report be provided to the victim’s family.

Cabinet subcommittee presents initial findings after reviewing judicial commission report recommending fresh probe and action against police officials Sindh Chief Minister Murad Ali Shah on Wednesday directed the implementation of all recommendations made by a cabinet subcommittee examining the judicial commission report on the death of Karachi businessman Mir Raza Ali.
