Ukraine and Russia said on Friday they had agreed on a ceasefire<\/a> in the Russian-occupied Ukrainian town of Oleshky, brokered through US First Lady Melania Trump. In contrast, Ukrainian President Volodymyr \u200bZelensky said peace negotiators<\/a> would meet next month for new talks.<\/strong><\/p>\n

The two sides said the ceasefire would go into effect on October 27, allowing the delivery of aid and the evacuation of residents \u200cthrough humanitarian corridors.<\/p>\n

Amid a US push to organise new talks aimed at ending the 4-1\/2-year-old war<\/a>, Zelenskiy said negotiators from Ukraine, Russia and the United States had agreed to technical-level meetings in the first half of November in Abu Dhabi.<\/p>\n

A US official later said the three countries may hold their next talks in a couple of weeks in Abu Dhabi or Switzerland.<\/p>\n

Zelenskiy said he hoped a meeting of the countries\u2019 leaders would follow.<\/p>\n

Previous rounds of talks headed by the United States stalled in February with no significant progress towards ending the bloodiest \u200bconflict in Europe since World War Two.<\/p>\n

Russia continues to demand Ukraine cede all of the eastern Donbas region, including territory Russia has not occupied militarily. At the same time, Kyiv rejects any notion of giving up land it \u200bcurrently holds.<\/p>\n

The latest peace efforts follow a rift between Washington and Kyiv in recent weeks and a series of moves by US President Donald Trump seen as favouring Russia.<\/p>\n

A major \u2060source of friction was limitations placed on SpaceX\u2019s Starlink communication system that Ukraine uses to protect against incoming attacks.<\/p>\n

Trump said on Friday<\/a> that if Ukraine still faced a problem with the system, he would straighten it out and, if necessary, speak \u200babout the matter to SpaceX CEO Elon Musk.<\/p>\n

Another contentious point was Trump\u2019s announcement of a deal to allow Russia to provide diesel for the US and global markets, an agreement denounced by Ukraine and meant to keep prices down as \u200bthe president\u2019s Republicans contest US midterm elections.<\/p>\n

On Friday, Russian Deputy Prime Minister Alexander Novak said the first three tankers with Russian diesel were on their way to North America.<\/p>\n

In the town of Oleshky, occupied by Russian forces since February 2022, residents have reported that they faced a deepening food crisis.<\/p>\n

\u201cBoth nations agreed to temporarily stop all military action in Oleshky to allow for humanitarian aid to enter and to prepare a civilian evacuation through a designated safe passageway,\u201d the White House said in a statement.<\/p>\n

The chief of staff of Russian forces, Valery Gerasimov, \u200bsaid on the Defence Ministry\u2019s Telegram channel that Russian troops would halt fire from 4am local time on October 27 to allow for the humanitarian operation to start.<\/p>\n

Ukraine\u2019s General Staff issued a statement agreeing to observe the \u200bceasefire from the same time and pledging to \u201cdo everything possible to help Oleshky\u2019s residents.\u201d Ukraine says it has already used drones twice<\/a> to send food into the town.<\/p>\n

Ukraine\u2019s human rights ombudsman, Dmytro Lubinets, also said the ceasefire would go into effect on October 27 and \u200ctold Reuters the \u2060operation would involve demining roads to the town, deliveries of food and evacuations of civilians.<\/p>\n

<\/a>Melania Trump\u2019s diplomatic efforts<\/strong><\/h3>\n

Both sides said Melania Trump played an important role in coordinating the agreement. The first lady has been active in trying to get Ukrainian children seized by Russia during the war returned to their families.<\/p>\n

\u201cOleshky is a front-line war city on the brink of disaster,\u201d she said in a statement.<\/p>\n

\u201cOleshky\u2019s remaining population is comprised primarily of elderly residents who urgently need medical attention, medicine, food and clean water.\u201d<\/p>\n

Pope Leo had spoken<\/a> in the past week both to Zelenskiy and to Russian President Vladimir Putin about conditions in Oleshky.<\/p>\n

The White House said Oleshky, located across the Dnipro River from the Ukrainian-held city of Kherson, had 1,700 \u200bto 2,000 residents remaining, down from 24,000 before the war.<\/p>\n

<\/a>US envoys\u200b<\/strong><\/h3>\n

Zelenskiy\u2019s comments on resuming peace talks followed a \u2060meeting with US presidential envoy Steve Witkoff in Norway early this week and a subsequent meeting between Witkoff and Putin in St. Petersburg.<\/p>\n

Zelenskiy said he spoke on Friday with Witkoff and US envoy Jared Kushner.<\/p>\n

He said any peace agreement would need strong security guarantees for Ukraine and funding for 10 years to maintain the Ukrainian army.<\/p>\n

\u201cThe plan is to \u200bmeet in the first half of November, and as early as possible, of course,\u201d Zelenskiy told the Hudson Institute think tank via a video link.<\/p>\n

He said \u200bmuch would depend on Russia, noting \u2060that a similar meeting expected this month had not materialised.<\/p>\n

Zelenskyy spoke of the importance of continued diplomatic efforts to reach a ceasefire and end the war, now in its fifth year, adding that Europe should also be involved in the talks.<\/p>\n

Ukrainian officials said on Friday that speed restrictions on Starlink systems in Ukraine remained in place, despite Trump\u2019s previous statement that the services had been fully restored.<\/p>\n

Trump told reporters at the White House on Friday that he had not spoken to Musk about the \u2060restrictions but would \u200bdo so if required.<\/p>\n

\u201cIf there is a problem, I\u2019ll get it straightened out,\u201d he said. The caps have been in place since October \u200b13.<\/p>\n

Ukraine and Russia also swapped 270 servicemen each in a prisoner exchange on Friday, the Russian Defence Ministry said. Zelenskiy described the swap, the first since August, as a \u201cvery important result.\u201d<\/p>\n
