Court questions missing FIR against CCD

Additional District and Sessions Judge Sahibzada Naqeeb Shahzad has issued a notice to the SHO of Waris Khan Police Station for failing to comply with a court order directing registration of a kidnapping and murder case against Crime Control Department (CCD) officials.

The court observed that despite the passage of one month, no action had been taken on its order to register an FIR against three CCD inspectors, five constables and a total of 15 officials for allegedly abducting a young man from a busy market area and killing him hours later in a deserted area of Chakwal district.

The SHO has been summoned along with the complete record on January 27. The court warned that if the FIR is not produced at the next hearing, a case will be registered against the SHO of Waris Khan Police Station.

On the petition of Punjab Bar Council member Faisal Mahmood Malik and Advocate Kaneez Fatima Chaudhry, the court had earlier ordered registration of a case under kidnapping and murder provisions against CCD Inspector Shafqat, Inspector Sardar Asim, Inspector Mohsin Shah, Constables Malik Adil, Adnan, Ali Shah and others.

The petition stated that the victim, Naeem alias Guddu, was arrested alive from Zinda Gali on November 30, 2025, and later killed in a fake police encounter. CCTV footage submitted in court allegedly shows CCD officials arresting the deceased alive and taking him away while armed with modern weapons.

Asia Bibi subsequently filed another petition under Article 22-B of the Constitution, stating that the SHO had refused to comply with the court order and that threats were being issued to withdraw the case, warning that other sisters would also be killed in fake encounters if the petition was not withdrawn. She further alleged that a former local councillor was being repeatedly sent to her house to exert political pressure.
