Where can Pakistanis travel visa-free this winter? Full list of destinations

Pakistani passport holders have 29 international travel options this winter without obtaining a traditional visa in advance, including destinations offering visa-free entry, visas on arrival and electronic travel authorisation (eTA), according to the latest Henley Passport Index.

The travel options come as Pakistan signs new visa exemption agreements with Oman and Saudi Arabia, while Qatar offers eligible Pakistani nationals a 30-day tourist visa on arrival.

However, the agreements with Oman and Saudi Arabia apply only to holders of specific official passport categories and do not provide general visa-free entry for ordinary Pakistani tourists, according to Gulf News.

Qatar offers 30-day visa on arrival

Pakistani nationals can access Qatar’s 30-day tourist visa-on-arrival facility, subject to entry conditions and documentation requirements.

According to Pakistan Embassy guidance, travellers must:

  • Book accommodation through Discover Qatar.

  • Purchase at least one month’s health insurance, costing QR50.

  • Carry the insurance receipt and certificate when travelling.

On arrival at Hamad International Airport in Doha, visitors must first approach the Discover Qatar desk for document verification before proceeding to immigration.

The permitted stay is up to 30 days, subject to the hotel reservation and applicable entry conditions.

Travellers should confirm the latest requirements with Qatari authorities or their airlines before departure.

Oman visa exemption applies to official passport holders

Pakistan and Oman signed a mutual visa exemption agreement on October 14, 2026, covering holders of diplomatic, special, service and official passports.

The agreement was signed in Islamabad during Omani Foreign Minister Sayyid Badr bin Hamad Al Busaidi’s official visit to Pakistan.

“Ordinary Pakistani passport holders travelling for tourism are not covered by the agreement and must continue to meet Oman’s existing visa and entry requirements.”

Saudi Arabia visa waiver for diplomatic and special passports

Pakistan and Saudi Arabia signed a mutual visa exemption agreement on September 22, 2026, covering diplomatic and special passport holders.

The agreement was signed on the sidelines of the 81st session of the United Nations General Assembly in New York to facilitate short-term travel and strengthen bilateral cooperation.

It does not provide a general visa exemption for ordinary Pakistani passport holders.

Pakistani passport ranking: Henley and Passport Index figures

The Henley Passport Index and Passport Index report different figures for Pakistani travellers because they use separate methodologies and classifications.

According to the Henley Passport Index:

  • Global ranking: 103rd

  • Total destinations accessible without a traditional visa in advance: 29

  • Visa-free destinations: 11

  • Visa on arrival: 15

  • Electronic travel authorisation: 3

According to the Passport Index:

  • Passport Power Rank: 93

  • Individual Power Rank: 195

  • Mobility score: 43

  • Visa-free destinations: 9

  • Visa on arrival: 30

  • Electronic travel authorisation: 4

  • Visa required: 155

The mobility score combines destinations accessible through visa-free entry, visas on arrival and eTA arrangements.

The two indexes should therefore be treated separately rather than combining their figures.

Three eTA destinations under Henley Passport Index

  • Sri Lanka

An eTA generally requires an online application and approval before departure. It is not the same as a traditional visa.

Difference between visa-free, visa on arrival, eTA and e-visa

Pakistani travellers should understand the different entry arrangements before planning their holidays:

  • Visa-free: Travellers do not need to obtain a visa before departure, but must meet the destination’s immigration requirements.

  • Visa on arrival (VoA): A visa is issued after arrival, usually at an airport or designated border crossing.

  • Electronic travel authorisation (eTA): An electronic approval obtained online before travelling. It is not a traditional visa.

  • E-visa: A digital visa that requires an online application and approval before departure.

What should Pakistani travellers check before booking?

Before finalising flights and accommodation, travellers should verify:

  • Passport validity and permitted length of stay

  • Return or onward ticket requirements

  • Hotel reservation requirements

  • Proof of sufficient funds

  • Travel insurance conditions

  • Health and vaccination requirements

  • Visa-on-arrival fees and procedures

  • eTA or e-visa approval requirements

Visa policies can change, and visa-free or visa-on-arrival access does not guarantee admission.

Travellers should check the destination country’s official immigration website or embassy for the latest requirements before departure.
